Why was this poor baby even out on the street where he could hurt? Why wasn't he in his nice safe cage?

I would use lots of bleach, not just a water hose. God knows what kind of bloodborne pathogens the deceased felon might have had! Ever see that movie, Sunshine Cleaners?
